Repression in a recession

This is just a casual observation but have you ever noticed that in times of austerity and recession, governments tend to become more repressive, focusing already limited and stretched resources on matters that really don’t matter at all? This seems especially true of state and local governments. Again, just an observation, for what it’s worth.
